We made the top paragraph and we're 'notorious'. Evan Urquart, a transman who writes for slate and has no children, has opinions on transwomen breastfeeding, likely due Uquart's spouse being one. But I'm speculating...perhaps Evan is simply mad at women wanting to protect babies.

It is a body development scale. It relates to breast development here and whether the breast tissue is mature enough to lactate.

tanner 4 - The areola and nipple become raised and form a second mound above the rest of the breast.

Tanner 5 - Mature adult breast. The breast becomes rounded and only the nipple is raised.

Ah yes I did Google it after your comment - so it's a scale going from child to adult. Not man to pseudo-woman.
