We have published a very alarming review of new guidelines.

In short, we are really alarmed by what we see coming out of both UNESCO and WHO.

Tanya Carter Safe Schools Alliance said “This alarming, but sadly unsurprising, research sets out how long-established child safeguarding principles are being effectively dismantled. This leaves all children at risk. Adults, professionally charged with the protection of children, have failed in their duty to identify this and this abdication of responsibility has left generations of children at risk of harm. Children are being left to navigate a minefield of predatory behaviour online without either protection or guidance. Those who have allowed this to happen must be identified and held to account by the global community.”

SSA has just published an independent review of two standards documents produced by UNESCO and the WHO. These standards underpin the global initiative for Comprehensive Sexuality Education (CSE), currently promoted by UNESCO’s ‘Foundation for Life and Love Campaign.’

SSAUK believes that these Standards demonstrate how UNESCO and WHO have been compromised and are working to undermine standard child safeguarding principles.

The review reveals the extent to which the WHO and UNESCO’s standards are ideologically aligned with Queer Theory and with a ‘sex positive’ approach to Sexuality (not Sex) Education.

Queer Theory challenges boundaries that are put in place to preserve “so-called ‘oppressive’ ideas” such as the importance of child safeguarding. The UNESCO and WHO documents and guidelines do the same, stating that children are ‘sexual from birth,’ and accordingly require sexual knowledge to fulfil their right to sexual pleasure.

'Sex positivity’ is central to Queer Theory. This review finds that the WHO and UNESCO standards use the concept of sex positivity to reframe safeguarding barriers such as the age of consent as an “injustice”, and to advocate for children’s engagement in sexual activity with their peers, parents and other adults.

Both organisations appear to have abandoned a safeguarding first approach, explaining this shift as necessary to enable a ‘positive’ approach to sex and sexuality. The issue of grooming is conspicuously absent in both sets of standards, and sexual abuse is referenced primarily as justification for providing comprehensive sexuality education from birth.

It is clear that parents who do not acquiesce are viewed as a threat. UNESCO’s ‘key concepts’ promotes the idea that children’s values may differ from their parents’ and, to undermine parents’ legitimate concerns about the contents of Sexuality Education, these concerns are minimised by the UN as “misconceptions.”

Safe Schools Alliance have been invited to meet with him during his visit. We will be drawing his attention to this review and expressing our concerns.

I was mulling over the term 'gender identity' within educational guidance last week; it really is a major issue for anything educational related.

It's extremely sexist, undefinable and goes completely unchallenged. And it's everywhere where. They're all latching on to it. Spewing out lessons and content. Teachers too. It's in the RSE 2019 guidelines and it really needs to go.

PIE principles are alive and well throughout two 'standards' documents that are referred to throughout the world for best practice in "sex / sexuality / gender identity" education.

This report tracks statements made by PIE and finds them in various forms within cure WHO and UNESCO documents.

On page 25 of WHO’s global status report, country curricula are rated according to four levels, adopting a traffic light system according to whether a curriculum is identified as ‘gender responsive’:
Grey indicates no comprehensive sexuality education
Red indicates related curricula, with some themes unspecified
Amber indicates ‘gender responsive’ curricula in secondary schools
Green indicates ‘gender responsive’ curricula in both primary and secondary schools

It is important to note that ‘gender’ is defined distinctly from biological sex in this context, an issue discussed later in this review. Much of the developing world is rated green or amber, indicating children in those most vulnerable countries are already subject to the most radical forms of comprehensive sexuality education. The United Kingdom and much of Europe is rated red, indicating curricula are related, but its nationwide implementation is considered insufficient by WHO and UNESCO standards. Given the intense focus on ‘gender’, ‘identity’ and ‘LGBTQ+ lives’ distinct from biological sex, and the clear influence of Documents 1 and 2 upon Welsh government curriculum policy, it is likely that if the Welsh RSE curriculum and its accompanying guidance were graded by these standards on its own, it would be rated green

The report shows a complete failure to acknowledge grooming tactics whilst perpetuating ideas that enable abusers to access children more easily.

One of the documents says that legal age of consent restricts access to healthcare for teen pregnant mothers. It does not provide any indication of how to tackle that specific issue whilst also maintaining a legal age of consent.

that's a good question, however I thought that these organisations are supposed to be the lead in expert advice for the world?

I know I've referred to a who document on breastfeeding before when I was a peer supporter.
