What's the point of supporting women against male violence if you allow male rapists into women's prisons, women's domestic abuse refuges or women's changing rooms?

Well all he has done here is state what everyone who supports this gender ideology believes. That you can support women's rights so far but no further when women's rights conflict with another group in society. Then you support that other group. Women's rights are limited to certain circumstances and contexts, unlike the rights of everyone else. Billy Bragg is at least being entirely consistent here.

As well as his track record on women's rights, Bragg's spoken out against free speech, as well as supported the rights of businesses to fire employees for their beliefs. So anti-women, anti-worker, anti-human rights.
