'Dr. Puga testified that one of the inmates was "fairly successful" at the female facility (Id.). The other inmate, Janiah Monroe, stopped taking her hormones and was sexually active (Id.). Dr. Puga talked to the warden and mental health staff at the female facility, who reported the transgender women were not well received (Id. at p. 129). Dr. Puga stated that many women in IDOC's care have been exposed to domestic, physical, or emotional violence, and transgender women sometimes scare the other women (Id. at p. 130). Dr. Puga received information that Monroe threatened staff and other inmates (Id. at pp. 134-35). Women at the facility filed complaints against Monroe under the Prison Rape Elimination Act; some were false but many were legitimate (Id. at p. 130). '
Note the phrasing there that there were 'many' legitimate prison rape complaints against Monroe.
' After transferring to the female facility, Monroe became involved in a sexual relationship with a female inmate (Id. at pp. 210-12). Consensual sexual encounters among inmates at the female facility are not uncommon (Id. at p. 212). The woman Monroe was involved with accused Monroe of sexual assault, but IDOC determined the allegations were false (Id. at pp. 211-12, 221). 'The lawsuit came three days after U.S. District Court Judge Michael Mihm issued an injunction barring the Department of Corrections from moving Monroe to a men's prison without providing 14 days notice to the court and her lawyer and an explanation showing why a transfer is necessary.
The Department of Corrections tried to move Monroe out of Logan last June, about three months after she was moved to the women's prison from Pontiac Correctional Center, ... Monroe says that she was put in a van that made it to the prison gate before turning around. In her statement, Monroe says she was told that the governor's office stepped in to stop a transfer to Pontiac.
"(W)hat happened was, the governor's office called someone at the Department of Corrections and said, 'Don't let this happen,' and it didn't," Mills says. He said he didn't know how the governor's office learned that Monroe was being moved. The governor's office didn't immediately respond to an email from Illinois Times asking about the aborted transfer.
Louis Meyer, attorney for the inmate who says that she was punished for reporting that she'd been raped by Monroe, said that the alleged assault occurred last summer, about a month after prison officials began transfer proceedings that were cut short. "It's going to come down to a jury sizing up the individuals and testing their credibility," Meyer said.
Shortly after the alleged assault, Glen Austin, then Logan Correctional Center warden, testified in a deposition that Monroe had told officials that she had no sexual interest in women.'
Austin described Monroe's time at Logan as "turbulent."
"Multiple tickets, serious infractions, previous PREA (Prison Rape Elimination Act) allegations, inappropriate sexual behavior and a confirmed investigation that substantiated sexual misconduct,"
So just to sum that up:

But billionaire Governor JB Pritzker, billionaire cousin of billionaire trans activist Jennifer Pritzker turned the van around.
A month later, Monroe is said to have raped a woman.
And now there is an injunction keeping him in women's prison despite proven sexual misconduct and a live rape case.
