Vine hasn't got a clue - "so there wasn't any overt evidence of bad behaviour" - he means by the naked men.
He doesn't seem to realise or most probably doesn't care, that many people, paricularly women do not wish to share a changing room with people of the opposite sex.

Liz Fraser, what is wrong with you? There is a well established risk to the safety of women and children when they are forced to share facilities with men. In any case, I do not want to see a man (naked or otherwise) in my changing room not because I think he’s necessarily going to rape me but because I have the right to personal privacy and dignity.

I'm much more annoyed by Liz Frazer than JV. You'd think as a woman she might have a bit more empathy with women who've been sexually assaulted/raped. I always assume that women who think like her have never actually been or had to send their children into the situation described and lack the imagination to understand how uncomfortable it may make people feel (heaven help her daughters if she has any).

This is a Times article (which I don't subscribe to) and the first paragraph and title, makes it perfectly obvious the risks which women face when using unisex/communal changing rooms.
