Well yes, but aside from that can a police force refuse to provide such information to a local authority?

I don't know the answer to that but surely the prevalence of crime within its area must be a legitimate fact for a council to know?

At a very basic and uncontroversial level for example are there areas with poor street lighting with higher rates of mugging or bag snatching? And if so do we need better street lights?

West Yorkshire Police just don't care how badly they perform or present do they?

At least they spoke up. Hopefully pressure can be applied by these same people who pushed for this experiment.

Personally I'd like to see a whole different approach to prostitution. People who sell sex are 99% of the time desperate. They need help. I'd love to see prison reform groups target this population of prisoners with a comprehensive program of help which supports retribution far beyond jail. I have printed the article to PDF and sent it to my 3 local labour MPs telling them I'm watching how this is managed.

Not even a little bit, evidence suggests. Though I suppose there's the even more disturbing possibility that they think this is what excellent performance/public image looks like.

Julie Bindel spoke very powerfully at the London LAWS meeting about prostitution. I'm with her on this one. It's not work like other work. The punters and pimps should be criminalised, not the prostituted women and girls (and men and boys, but this is mostly a case of men paying to abuse women and girls). That's the Nordic model, isn't it?

Where are the risk assessments done prior to this? How did they mitigate the risk?

Oh they didn't feel the need to bother - it's just women and girls, they are not worth even assessing the risk.

I too am curious whether it's even legal for them to refuse to release the crime figures. I mean, it's not a if they've shown any respect for the law so far - entirely possible they're just hoping nobody will press the issue.
