not completly clear I'm afraid but I think a good majority of people have a good chance of seeing it earlyish on in the evening. Quite possibly some mist and fog building up through the night in places.

It was the highest tide I have ever seen on the tidal river near is this morning, it was truly amazingSmile

I believe it is supposed to look bigger because it is lower.

It looks bigger because it is at perigee - the closest point in its orbit and it coincides with it being a full moon but the question about why a moon looks bigger close to the horizon is one that is hotly debated. wikipedia has a reasonable discussion on this.

It's very clear here, not a cloud. The moon is very orange but oddly not nearly as spectacular as a harvest moon we had here not so long ago.
Now that really was HUGE and really low and really orange.
