It’s actually quite difficult to contract HIV - far easier to contract something like chlamydia. There are couples who have lived together for several years where one is unknowingly living with HIV and hasn’t transmitted it to the other. Then there can be someone who contracts it from a one night stand (search Nathaniel J Hall and his play First Time.) So there’s an element of luck but it’s also about quality, quantity and route if the virus. I contracted HIV from someone who’d had it a long time and learned later they had a high viral load. I was also menopausal - diagnosed with vaginal atrophy at the same time as HIV) where thinner vaginal and vulval tissue can cause microtears which makes its easier to contract infection.

Regarding partner notification those informed are generally told they might have been put at risk of contracting an STI (which one is isn’t usually mentioned) and they’re signposted to their nearest testing centre. Although the virus can’t pass through a condom even if they were used, someone might still be notified in case it split.
