I think it is definitely penalising them, because it's clear the producers twist and change things based on who they want to stay in the show. The same way they didn't give Teddy free choice of who he wanted to couple up with by leaving him to choose last. I feel like that was to keep Faye in.
Public votes don't always have the same outcome, all we knew was that the vote was for the most compatible couple. Could have been the most compatible got a date together, the least compatible left together, the safe couples had to choose which of the 2 lowest voted couples had to leave etc etc.
I think they've noted Brad and Lucinda are the 2 best looking, who draw most attention from newbies, but both pretty dull characters. They want to keep one but lose the other to stir up some drama with people who are a pretty safe bet to get attention.
Not saying they've lied about them being the least popular, from Twitter I know people aren't massively keen. But I do think the producers always chose a response to the vote results which suits their agenda, and that's why they rarely reveal what the result of the vote will actually mean beforehand.
