Best lipliner and lipsticks

I'm looking for some lovely lip products to treat myself to, and hoping for some recommendations. They need to be long lasting and go on smoothly. Non drying and feel comfortable.
Happy to pay a bit more for products that are worth the money, but love a bargain too.

I am rubbish at lips so following. I bought some Clinique black honey the other day and felt very happy.

I can't really say this brand or that one. It doesn't work like that... For example MAC Retro lipsticks are drying and need primer, some need a pencil too but the Amplified ones are creamy but don't usually last long. So it really depends on a lot of circumstances. Within each brand you can find everything and more!
What kind of colours would you prefer? And do you prefer warm or cold? Do you prefer matte or shiny?
If you want bargains usually the Sephora ones are good.

NYX overall does great liquid lipsticks. They tend to last and don't need a primer. Some need a lip liner but you can use the Sephora or Urban Decay transparent ones.

Definitely a pink-tinted red, but a neutral red that works for daytime. Does not fade down to that neon fuchsia some cool reds do, just to a soft version of itself (light neutral skintone, Lisa E shade 4 if that helps!)

@Oceanus I am indian, skin is a light medium beigey, I need warm colours. Would love anything from neutral pinks to mauve or even purple. Nothing too light or nude. It's more the formulation, application and wearability I'm trying to get right and I'll be happy to play around with shades.

Hi @Snowfalling i've used Mac lipliners for years. I had a lipliner called 'Whirl' from Mac which i lived in but unfortunately lost it while out the other day!

I like the Nyx soft matte lip cream - don't find them drying at all and they last well.

Regarding lip liners, if you get one that is see through you can use it with all your lipsticks, otherwise you'll be stuck picking and choosing one that suits the colour of your lipstick which can be a pain as they end up drying too (MAC ones are particularly prone to it). Personally I'd rather spend my money on lipstick and I'm ashamed to say I've got more lipsticks than anyone should.
If you want lip liners with colour I usually go with MAC (they do dry up).
Now, on to lipstick! I'm not Indian but I'm most definitely yellow-toned and, you'll find this funny, but I often end up looking at Indian blogs because my lips are very similar with lipstick on, so the colour I'll get on mine is very similar to pics on Indian blogs. Having said I'm very partial to cool lisptick (except if it's peach) so I'll give you a list of what I think might look fab on you but they'll most likely lean cool rather warm, sorry.
I don't really wear purple lipstick because it makes me look a tad ghostly. I can tell you the most famous is MAC Heroine though, Charlotte Tilbury Festival Magic is a lovely purple berry matte (can't comment on stay power but mattes tend to last longer, I see more berry than purple but some see more purple) and Miss Kensington is a lovely shade of a warm pinkey nude.
Neutral lipstick is hard to find because the colour of the lips can sometimes make it go either way. I'll give you a list for my favourite (some might have been discontinued though as I keep adding to my list when I go through them but haven't checked that): MAC Pink Plaid (lasts foreeeeeever, bonus whiter teeth, it's a dirty pink going on mauve, one my favourite, I bought several, doesn't look great in pan but fab on lips, looks very different from person to person), Creme Cup is a neutral blue pink nude but doesn't last long, Fastplay is a lovely mauve and so is Faux but both need reapplying, Fanfare and Modesty are among my favourite warm pinks (won't last all day long though), Soar is a dark mauve, Sunny Seoul I haven't managed to get my hands on but it's a lovely warm pink so I'm adding it to the list; Esteé Lauder Sweet Sinner is a warm nudey pink. Guerlain 520 (rouge G) is a lovely mauve plum. Kat Von D Lovesick is a dupe for Pink Plaid but it's liquid. Lâncome 444 One Last Night is a warm mauve.
Maybeline Nocturnal Rose is a neutral dark pink, Made Me Pink is a dupe for Pink Plaid. Urban Decay Nature (pinkey nude), Rapture (plum).
For a splurge: Tom Ford Anderson (nudey pink), Pink Dusk (neutral subtle pinkey nude), Shocking is a beautiful warm dark pink.
If you want to try something different Burberry have the most wonderful warm peaches. They're subtle but gorgeus, definitely my lips but better but they're creamy so you must reapply often.

Charlotte tilbury blur - about 6 shades - amazing - I felt sick when I bought it (£27 matching lip liner £20) best lipstick ever, not drying, feels moist and stays on.

@Oceanus really appreciate the detailed breakdown. I might get the coloured ones you mentioned because I like to sometimes line and colour in lips and use a clear gloss over the top. I'm finding recently that's all I really need for work, moisturiser, lipliner and lipstick so I'm happy to spend a bit more.

Does anyone think there's a real difference in quality between the high end and budget ones?

I like Clinique - I actually prefer it to more expensive brands eg Chanel. I wear Mocha Pop but I'm a pale Celt so can't comment if it would go with your skin tone. It's not a pale shade though.

Another one here for Lisa Eldridge- total convert. I’ve got 3 x lipsticks and one of her new velveteen glosses in Ribbon.

Bloom sounds lovely - I’ve got love of my life, Sunday matinee and velvet rain

thoroughly recommend her lipsticks though and she has a page on her website that recommends liners to go with easy colour - for example Rimmel to go with Velvet Ribbon and Barry M to go with Love of my life ( both a perfect match)

Really want to try Lisa Eldridge but not sure of any stockists near me to try! I really love Charlotte Tilburys pillow talk lip liner, it's the perfect 'my lips but better' shade for me. The pillow talk lipstick also nice but the formula is a little to dry for me.

Expensive brands doesn't equal quality. I have several stuff from Chanel and I hardly ever reach for anything, in fact, overall I find Chanel very meeeeh unless we're talking perfume. My Chanel lipsticks are going to die a slow death in a drawer! I love the ones from NYX way more.
Each brand has several formulas, some are better than others and some are total crap. Some formulas might be awesome but terrible when it comes to one particular colour. Instead of focusing on one particular brand look at individual lispticks and then look up for reviews on them before taking the plunge.
Overall Urban Decay, NYX, Givenchy and MAC seem to make me happier as in they usually deliver as in I don't usually regret the money (mind you this is only true for lipstick though).

Mac Mehr was devised as a pink to suit Indian colouring apparently. It's a slightly dirty pink as pictured from an online image.
