Abuse of blue badge - should I report it?

I don't know what to do. Someone I work with has a blue badge which belonged to her mother who sadly passed away 18 months ago. However, this person didn't return the badge and is now using it to park on double yellow lines outside work.
I feel that she should return the badge, but I know she won't.
Should I report it?

She would know its me as we haven't been seeing eye to eye lately. Well, she wouldn't know it was me but she would definitely accuse me.

Glad you're reporting her- our local council has suspended a load of on street disabled parking spaces because of abuse by the able bodied (makes sense- not!)

Just thought you'd like to know that I'm in the middle of writing the letter to report this person. The final straw came today when I saw this person using the only disabled parking space in the middle of town when she definitely isn't entitled.
Makes me so that she's doing this

I have my mums badge in the glove compartment of my car, we use it when we go shopping together. When she first said about leaving it in there, she pointed out that I shouldn't use it on my own!!! Ah bless, does she really not know me??
I am absolutely outraged by this,if there weren't so many people out there abusing the system then perhaps I would have better luck getting one for dd!! A rather sore point after having to struggle and almost fight with her to get her into her car seat today!! I find it really difficult, especially when she has her AFOs on! I felt really guilty afterward, she is full of cold and ended up coughing so much, she made herself sick!!

this really bugs me too.

Used to have a friend who had an orange badge due to an intermittent disability (though she shouldn't have had one frankly, don't know how she got it). I fell out with her once because she used a bay near our house that was specifically for a woman who really did need to be able to park within metres of her front door.
