Sorry, TG, just thought that once it got to this level it would all get a bit fairer

But what are the tribunal people paid for? How can it be fair to let a LA fail to submit costings when they have had the same time-frame to submit evidence? Surely costings are an essential part of the case against the home programme? It should be a simple case of

"You don't have costings available? If so, then there is no evidence that TG's programme is more expensive than yours, and in the absence of such evidence, you have no case. Sianara"
