What's the policy on sockpuppets?

I've looked that the 'trolls' policy thing, but what exactly is the policy on sockpuppets? Is it considered trolling, or will HQ just ignore it?

no idea but i have seen it a lot on another site I post on. it's always so obvious. The sock puppets agree with each other and spell the same words wron, but wrong in the same way.
