Advice please - is this safe for baby to wear in the car?

I am a first time mum to an 11 week old, and I just wanted a bit of advice

I understand the baby is not allowed padded clothing in the car- pramsuit and coats etc

Would the below be too thick to wear in the car?

I'll be avoiding anything with a hood in the car and just stick to using a blanket

I generally had a no hood in the car seat rule until they were functioning humans.
