I think they are actually pretty good cars, tbf - my MIL in Australia has one and she is very happy with it (and totally normal!)

My neighbour washes her car every day.
She also mows her front lawn about twice a week throughout summer. Its practically bald.
PLUS (this is the best one) she cleans the outside of ALL her house windows immediately it stops raining. After every single shower of rain.
This week she did a new one and cleaned the INSIDE of her wheely bin.

I am dying to have an excuse to go in her house to see how clean it is!

We had a neighbour who cleaned his car inside and outevery other day! He worked shifts and was bored when not at work (he was mid 20s, married, house, no children)

when DH was a chauffeur he washed his all the time - 2 + times a day. He and his fellow chauffeurs would compare notes and swap tips

IME it is about being nosey.

Washing the car means you can be outside. Being outside means that you can see the comings and goings on your street

he can wash mine

mine hasnt ben washed since march 2008 so nearly a year

not been hoovered for over 3 years
