It depends, I think. 'Rosheen' is one way, but you can have the emphasis on the 'Ro' or the 'sheen'.

I thought it was Rosheen too. I knew a girl with this name and that's how she pronounced it.

My Roisin - albeit only virtual so rarely pronounced - is "Ruh-sheen", with the stress on the 'sheen'.
