It was a bloody Welshman

ROFL at "By about 11am, he hopes to have a beam circulating, to start a set of experiments that should reveal many of the most elusive mysteries in physics. ?Then we can all go for lunch,? he says"

Below our flats in Lausanne, Switzerland we had the "caves". It was quite deep underground, had to go 4 flights of stairs and there were rooms to the side of a corridor and the rooms had wooden doors.
I asked my mum once, "Why do they have to have such big heavy doors"?
They are at least 30cm thick with great big locks. That's when she told me what they were for.
At the end of the corridor there was even a air scrubbing thingy so people could breathe down there.
The school had one also.
A bit paranoid the Swiss.

The Swiss passed a law at the height of the cold war that every new build has to have a bunker, or you have to buy a space in the municipal shelter. I did not know that either until we started looking at houses and DH asked about the strange rooms in the cellers.
