Have you any preference on weather or Christmas themed? A lot of cities in northern or eastern Europe will have Christmas markets in December but are likely to be pretty cold. If you are looking for a more pleasant temperature then somewhere like Seville or Malaga.

What are you looking for OP - a popular tourist destination or something off the beaten track (and probably less busy as a result)?

DH and I were in Budapest the 1st week of Dec last year. Hot springs, wandering the city, Buda castle, houses of parliament etc. Several Christmas markets around, but like many places, they had overpriced food/drinks and lots of touristy, Christmas stuff.

We did Prague years ago in very early Spring. Also loved walking about.

We went to Reykjavik one Dec. We did a Golden circle tour on a bus to see the geysir and Gulfoss waterfall. Also saw the northern lights and the blue lagoon. The other days, we walked around the city to see the national museum, penis museum, church and more. It wasn't light till 11am and dark by 3pm, but shops etc were open at normal times. I think we were only there 4 days but really enjoyed it.

If you wanted warmer weather, then I agree Malaga is a good choice. The city itself, not the coastal resorts. I've been several times as had a British friend that lived there. Again, a very easy place to walk about. A memorable day trip was getting the train to see the famous bridge in Ronda.

Stockholm - we went in May on a cruise and want to go back! There’s plenty to do and see indoors if the weather is rubbish.
Tallinn - very picturesque

Marrakech or Seville for best chance of sun. Also lovely places to wander. Marrakech gets mixed reports on here but I really like it.
