I think that there is a fairly high percentage of blacks in the us military and that the incidence of diabetes is much higher in the black population than in others, so this could be a possible explanation for this statistic.
One should be very careful about the interpretation of statistics without a whole lot of accompanying information. For example, (we were taught in statistics class as uni) did you know that there is a direct correlation between the stork population in holland and the birth rate. Obvious conclusion, storks bring babies..eh?
