What movie was this?

I have a memory of a movie, which I think is a 90s thriller. The main character is female and she falls in love with a builder/carpenter who is renovating her house/(apartment?). He builds himself an internal hiding place where he spies on her.

I thought it was quite a well-known film, but I cannot remember the name of it when I google it!
