Coming of Citalopram. Is this normal?

I have been moderately depressed for a good few years now and just over a year ago I decided it was time for antidepressants. I was started on Citalopram and ended up on 40mg for it to be effective. I also had some online counselling. I have been feeling much better and about 2 months ago I decided to come off it. My GP moved me onto 30mg for 2 months. Initially I felt no real change to my mood, but after 3 weeks I suddenly felt really low. It didn’t seem connected to my cycle, as it wasn’t quite PMT time. I managed to get over that after a few days, but this weekend, only about 3 weeks after that dip, I feel very low again. Lower than last time, no energy, I am dragging myself around, I can’t concentrate on things and am struggling with coming up with the right words when talking too. I am very tempted to go back to 40mg, because this rollercoaster I am going through is horrible. I am booked in to see my GP in a few weeks, when my 30mg prescription runs out.
What I want to know, is this a normal reaction after only dropping 10mg and especially after such a long time on the lower dose. Any experiences or advice?
