I know adoption overseas starts here with local council so nervous I am doomed before I start! I have had suicidal thoughts in the past btw!

You can start with an adoption agency see if you can talk to someone there without approaching the council.

Adoption is a long term stressful and uncertain process with lots of things that can cause heartbreak so you have to make sure you are strong enough.
