I have a nike sort of crop top one (am a 34C/32D) that used to really strap them down but was ok on my shoulders

it has got a bit small now (from too much washing - they start off so tight anyway grr) so got 2 from M&S of the same ilk but they actually do up at the back (bit hard to explain - will see if I can find a pic). Because they have a clasp at the back, the shoulder bits not so bad iyswim.

M&S do a front zipping one - squashes boobs right in and no movement.

if you browse their sports bras, they have quite a few good ones for what you describe I think

i find the one I got quite tight but it doesn't restrict my shoulder movement
