Proviz short sizes

I checked whether the size is your body or the garment and it said body size.
How can 33-34 inch waist be a size 10 and Small?

I have a 25cm waist. I am slim. I am NOT less than XXS!
I have a couple of their tops in Small. They fit fine - a bit short on the arm (I am tall).
Anyone got bottoms/shorts? I was going to go for a 10, which is usually a safe bet.

Well of course….I don’t think anyone has a 9 inch waist.
I had checked proviz cm sizes (in case they were more realistic) so must have had that in my head.

I've been talking to the Proviz people and they confirm that the smallest size they do is 29 inch waist.
They told me that sizing is subjective so it's fine to describe someone with a 33 inch waist as needing a small size and that unfortunately they don't cater for someone with a 25 inch waist - not in these shorts. Other items seem to be more conventionally sized.
I am baffled.
