Cycling leggings bizarre fit- or is it me?

I've bought some second-hand cycling leggings and was really excited about them but trying them on that changed to disappointment. When I put them on, I pulled them up and somehow the "waist" of them when pulled up so the crotch is in a normal place is not far off the band of my bra! At first I thought they must be "mom fit" but I carried on pulling them up way beyond that! They look really comedic on tbh 😅. The legs are also a touch long which is unusual because I'm 5'7'' and very average proportions, I usually find things fit well.

As I've not really owned any cycling-specific clothing before I thought I'd check whether this is some weird cycling thing.

The leggings are not lycra ones but closer to a jogging bottom with loops for the feet, which are also too long and don't have any tension on them to keep them in place because of the absurdly high waistband.

More money down the drain, unfortunately :*(

Can you post a pic? Do you think they are stretched out or for extra tall person?

If they have foot loops and are fleecy, they will be winter legigings (known as tights) and will be cut high to keep your back and kidneys warm when you lean over in a cycling position,These do sound very high though!
