Does anyone have or use one and do the help with tone at all?

I am thinking of buying one to add in extra cardio but need something with resistances too.

If you get one, make sure you are taught to use it properly or at the very least watch YouTube videos on how to use it correctly. Otherwise there is the potential to injure yourself. I’m horrified at how badly people use rowing machines in the gym (accredited rowing coach).

Have a look at the concept 2 website, loads of training sessions and info on there.

As born says, make sure you're technique is smooth, hands body slide is the easiest way to forge a good technique.

Any recommendations? I have a BMI of 22 - 23 but am under 5 foot so want an easy way to drop a few pounds. I have chubby arm pits and hips. I do run but even running for a half marathon did nothing.

Doing exercise videos but bored of them.
