Tone legs

I was brave today and bought a swimming costume (luckily has tummy control) but in trying it on I noticed my legs really need toning. I am overweight and this is slowly coming off.
What exercises would you recommend for legs, especially thighs and to improve cellulite

Squats. Lots of. And lunges.

And yeah cycling running rowing anything like that.

Cycling or 30 day shred both make a massive difference to how my legs look. I am still overweight but you can really see the muscle definition.

I can't do lunges and squats due to dodgy knees - I have found cycling and running have really toned my legs up.
