87 yo mil needs a stair lift or can’t come home

It is definitely possible to hire a stairlift rather than buying one op.

You mentioned connections to RN. The forces benevolent fund [not sure of official name] would either pay to have one installed [would consider rent or buy] or make a contribution. DFIL was a soldier in WW2. Duration of war. I wasn't sure if his service was applicable as he was a conscript like most men of his age in his generation. When I rang to enquire a lovely lady assured me that he would be considered even if he'd only done one day's service. We didn't go down that route in the end but sounds like your dm would be eligible for help.

If her husband was in the navy she will be able to apply to the naval charities for help paying for it. My dad used to volunteer for Saafa - the charity that covers army, navy etc and was always doing assessments for stuff like this. Google for her local office.
