Second vaccine abroad - doesn’t ‘count’ here?

A friend of DS’s is travelling back from the States. She had her first jab in the UK and her second there. She thinks that Scottish rules on isolation mean that she will have to quarantine for the full 10 days - the ‘no quarantine’ rule only applies if you’ve had both jabs via the NHS. Does anyone know if this is correct? It seems ridiculous if so - a jab is a jab, surely?

Interestingly the nhs Called last week to see why we haven’t had a vaccine. I explained we live abroad and have been vaccinated here instead and the guy just said he would update our records to note this.
No idea. We ‘deregistered’ several times from Gp but still seem to be in system.
