Random invites for vaccinations

Hi, I'm just interested, does anyone know people who has been invited for the vaccine but they do not fit the criteria for current vaccinations? Yesterday my brother in law (53 with no health conditions and not working for NHS, social care etc) got invited and also my husband's friend (51, no health conditions and again not with a job that would attract it) was invited. Neither see the logic. Anyone else?

No, he doesn't have any medical conditions. He was hospitalised before though like many people.
