Why did Sweden decide to act differently?

Sweden is an outlier, any ideas as why they decided to do things differently? protect the economy or because they think this is the best long term strategy?

Interestingly, the BBC and all national newspapers have all reported the same article verbatim recommending D3 and NHS has just changed the vit D web page (after 10 years talking about rickets).

Public Health England has data on vitamin D3 in covid patient blood serum right now, but will only release it when it is probably too late.
