Amnesty have used the term “war crimes” before but not “crimes against humanity”.

I direct you to the report of 14 January 2009 for prior use by Amnesty International of “crimes against humanity” in relation to Hamas’ (as one of the armed Palestinian groups) indiscriminate rocket attacks into civilian population centres in southern Israel:

”As evidence of war crimes and crimes against humanity mounts daily in Gaza, there are growing calls for an investigation into the conduct of all parties to the conflict.

Amnesty International has urged all parties to the Gaza conflict, as well as the international community, to ensure that a thorough, independent and impartial investigation is established without delay into abuses of international human rights and humanitarian law, and to ensure full accountability.

These include Israeli attacks that have been directed at civilians or civilian buildings in the Gaza Strip, or which are disproportionate, and Palestinian armed groups’ indiscriminate rocket attacks into civilian population centres in southern Israel.”

”Responding to the application for arrest warrants by the Office of the Prosecutor of the International Criminal Court (ICC) against Israeli Prime Minister Benjamin Netanyahu and Israeli Minister of Defence Yoav Gallant, as well as Hamas leaders Yahya Sinwar, Mohammed Deif and Ismail Haniyeh, for war crimes and crimes against humanity committed in Israel and in the State of Palestine, specifically in the occupied Gaza Strip, from at least 7 October 2023, Agnès Callamard, Amnesty International’s Secretary General, said:

“No one is above international law: no leaders of armed groups, no government officials – elected or not, no military officials. Regardless of the cause they are pursuing, no one is above the law.””
