Google says it's a mis spelling of the Sanskrit name Raya. It also suggested it's a Spanish name meaning queen but the Spanish word for queen is reina so that is probably internet bollocks.

Raya is a nice name. Spelling it Raeya is unnecessary

Babycenter is an American website and no disrespect meant but American baby naming is often 'throw in as many consonants and vowels as you can get your hands on'

That link doesn't say anything about it as a name other than that other people have apparently used it. You can't ask people not to give opinions when you post on a baby name forum!
