The place is pretty uninspiring tbh - like calling your child Slough.

Arlo as suggested by pp is nice and fits with emmeline.

to me it's a girls name - never heard of the place either so a no go.

I'd look at names along the lines of Emmeline. Pretty and classic

Ottille
Camilla
Cora
Clara
Constance (Connie)
Ophelia

Etc...
Hopefully MN can suggest more and divert your friend away from Harlow
