Are there still any responsible dog owners left?

I just got attacked by three dogs in our local park when I was out with my toddler. Knowing what might happen, I always stay right at his side so I was able to lift him up when the dogs charged at him. They started to jump up at me and nipped me, luckily not him. I screamed at the dog owners but they weren’t even that bothered, just half heartedly called them back. No apology, apparently it’s fine because they only nipped me and ‘had they actually attacked I wouldn’t be standing here talking anymore’. I have red bite marks but no broken skin. They doubled down saying that toddlers reassemble prey and that everyone with a brain should know that, so why would I take my toddler to a park where dogs are around.

Am I really expecting too much wanting to walk in the park with my toddler and not get attacked? Sadly this is not the first time it’s happened. Where have we come to and in the light of dog owners not being responsible, is it time for stricter rules?

They do take it very seriously.
There was 1 aggressive poorly trained dog near me. The dog in question attacked other dogs, the 1st time someone reported it the owner was prosecuted for having a dangerously out of control dog, he got a fine and the dog was put on a control order (muzzled and leshed at all times) the owner didn't obay this order and the dog attacked a 2nd dog. The police arrested the owner again and took and destroyed his dog.
The owner was given a ban from owning dogs and a larger fine and community service order.
Personally I'd prefer that the punishment was the other way round but it is what it is.
Oh and for those who want to know the dangerous dog was a shitzu (sp)

Dogs have become a bloody nuisance because of their selfish owners. On a short break in Cornwall. Dogs barking loudly and continuously on the beach disturbing our peace while their indulgent owners look on fondly. Dogs yelping ear splittingly loudly in eating places while their owners pat their heads. The dog in the next accommodation unit to ours left to cry, whine and whistle whilst its owners are out. Walking in narrow streets in town made hazardous by dogs being dragged along behind owners who aren’t paying any attention so their leads stretch across pavements causing trip hazards, or dogs who are just so big they block narrow pavements. People don’t just have one, but multiple dogs - at one open air museum a couple were dragging five panting beasts along. I’m sick of them. I don’t want a dog, so why am I expected to indulge other people’s?
