Because we're humans and most of us thrive off social interactions no matter how trivial. Look at the damage not talking to people (lockdown) has had on elderly people for a start...

My sister thinks the same as you OP. She hates small talk and doesn't get it. She does have ASD though. We've obviously told her how to do small talk and she is pretty good at it! But she doesn't see the point at all!

But this isn't the norm OP. Most people have an actual question or point to discuss alongside context, or at least if they omit they will clarify later. You're pointless rambling is more rare.

It's odd isn't it. I've just come off the phone to a friend. She's just back off holiday, she spent 30 mins taking about her weekend of unpacking and catching up on her sleep, nothing about her holiday.
