If you were talking about Tuesday 14th December would you say
This Tuesday (Me - vote YANBU)
Next Tuesday (DS - vote YABU)

I would say "next Tuesday"is the first Tuesday we will reach as we travel into the future from here. So Tuesday 14th.

If you asked this on Monday I'd say the 14th would be "This Tuesday" and "next Tuesday" might then be 21st?

If I said "the next Tuesday" or equivalently "the following Tuesday" then I'd probably mean "the first Tuesday after [date]". So I might say e.g. "are we doing X on Tuesday or the next Tuesday".

Other useful phrases include "this coming Tuesday" aka "Tuesday coming" and "a week on Tuesday" aka "Tuesday week".

There is no reason to use "next" in relation to the nearest Tuesday, you would just say "I will see you on Tuesday." (Or "I saw him on Tuesday" if referring to the past.)
