In the (bad) diagram attached, the owner of car one (bottom left) says car 2 at the top of the photo (top left) is blocking their drive...who is right?

I have a narrow driveway off a main road, and the neighbours regularly park right up to my drop kerb on both sides, as is their right. We have a painted APM across the drive which occasionally has the ends covered. I have had to reverse in around a parked car almost every day for the last 11 years. If car 2 is not overhanging the drop kerb the police will not be interested at all.

Car one is a friend's...he's threatening to call the police on car two. Car two is visiting next door neighbour on the left...who is terminally ill and probably has less than 24 hours left to live.
Oh yes, call the Police and get the car moved. Anyone who knew someone was dying next door would be doing that - perfectly normal behaviour if you are a complete idiot.

Car 2 is parked perfectly legally and I agree completely with @hellcatspangle

Tbh this would make me reconsider the friendship

As long as car two is not parked across a dropped kerb, they are fine to park there. It doesn't really change things whether house one is able to get in and out or not, as long as car two is not over the dropped kerb.

There was a case a while back where a man couldn't access his drive because cars were parked (legally) on the opposite side of the road, and his car was too long to get in and out without swinging into the other side of the road. There was nothing he could do, because they were not parked on a dropped kerb - technically his access point was still free. I've mocked up what I mean in the attached image, à la Horace Goes Skiing.
