To have not helped fallen woman?

Went for walk down river bank. Two women walking ahead of us with two big dogs (looked like a Rottweiler and a Doberman). Neither of the dogs on a lead. One of the women fell over. The other woman was in stitches. The woman on the floor was struggling to get back up, all her stuff had fallen out of her bag and she was frantically searching for stuff on the floor. The other woman was not helping her, just laughing. One of the dogs (Rottweiler) was just stood there waiting. The other dog (Doberman) dived on the woman sending her rolling down the hill. Other woman was now howling with tears. The woman looked like she needed help but ...

A) two big dogs
B) two dogs known for being protective of humans
C) the other woman was acting like it was all a bit of a laugh.

Against my better judgement I walked on past. Turned around later to find both women on their feet but the “fallen” woman limping.

Totally confused by the whole thing. Feel bad for not helping but the scene was surreal. Would you have helped?

Jeez her friend sounds like a cunt. But yeah I might have asked if she was alright but I'm sure if she was really hurt her would have realised and actually helped her

You were probably best just to walk on sometimes helping just adds to chaos, and I would have been embarrassed if you had kindly stepped in.

I’d have probably asked if she needed help. Then approached if she said yes.

Having been the woman rolling down the hill, I’d have probably brushed you off, no matter how much pain I was in, and hoped to have just got on with my pain and embarrassment by myself.

I clicked on this expecting to see some sort of religious dilemma in a red light district involving a crisis of conscience. After all, WWJD! Grin

But seriously, OP, the friend was the one who should have properly helped. I maybe would have jumped in and asked if she needed help though, because I'm not scared of big dogs and don't prejudge them. IME it is the tiny yappy ones who bite most often and most likely.

Yeah if I fall dramatically I'd be mortified at even more attention, saying that the friend sounds an arse you can laugh along and help at the same time.

Oh I’m not prejudiced against breeds, Rottweilers are the most beautiful, softest dogs you can get and I have a Doberman myself but I know what these breeds are like about “their” humans. My Dobie wouldn’t let anyone near me. I often wonder what would happen if I fell and broke my leg on a walk because nobody would be able to get near me 😞

I'd probably have asked if she needed help, but if she had a friend with her it's probably a safe assumption that she would take care of her.

Anyway, YANBU. I would have just asked if she was ok but no, I wouldn't have stepped in with the dogs there and the friend standing there laughing too Hmm at the friend.

Yes I thought fallen woman in the biblical sense or perhaps in the Allo Allo sense fallen Madonna with the big boobies but I think I would have called out to ask her if she needed help.

YANBU in view of the dogs. I would probably have lurked for a bit, to make sure she could get up, but you saw her walking afterwards so no need to worry.

And, yes, I thought Victorian prostitutes too Grin

The ‘friend’ sounds unpleasant, but the woman wasn’t alone.
I wouldn’t have stopped either OP, she wasn’t by herself even if the friend was laughing, and dogs off a lead no matter what the breed will mean I go nowhere near. Covid or not, don’t think any extra help was required.
