it's so common though - took ds1 (13) to a disco birthday party the other week and one of the girls was getting out of her mum's car wearing a dress so short it looked like she'd forgotten her skirt. good job i only have boys as would have loads of arguments over tarty clothes like that on young teenagers.

My friend who is 23 and very petite can wear age 13 clothes so in some ways it is good that they do sell more grown up clothes for this age range.
My DD has a short skirt, which looks really cool over a pair of leggings. Wouldn't let her wear it without the leggings though.

i think the skirt alone could be dressed in such a way as suitable....over leggings with some plmsoles or whatever...but that picture is highly provocative.
i get quite unreasonably angry at some of teh girls clothing that out a the moment...in particular the slogan type stuff.
and dont get me started on shoes. i can buy my 2.9 dd a pair of high heeled sandals fgs.

Yes, it would be inappropriate worn with black stockings, leather boots/other adult stuff but a plain black short skirt on an 11 yo isn't disgusting per se imo. and I detest the Playboy brand/t shirts with awful slogans/clothes that make children look like prostitutes but surely ths is just a skirt isn't it?
