to ask my neighbour why in the hell they are constantly drying black bin bags

My next door neighbours constantly have black bin bags on their washing line. Not in their main garden but in the side return, right next to our house. Our kitchens look into the other but we have a fence up which just about blocks us from seeing each other. However day and night for the past 2-3 months they have had black bin bags on their washing line. I wouldn't give a crap about what people have on their washing line ordinarily but it makes a right din, especially in the wind we have had recently. DS13's bedroom is at that end of the house and says he can hear them rustling really loudly all night long (which I know sounds ridiculous but they must have 4-5 bin bags rustling away at any one time).
These bin bags keep blowing up in the air too and our dogs are losing the plot about it, they don't usually bark much but 15ft glossy black apparitions springing up is sending them mad.

Every morning, when I'm in the office (we have an office annex in the garden so can see directly up their garden without effort) I can see her taking bags off the line and replacing them with new bags.

Come on, what am I missing here? Have a missed a bizarre trend? They are bizarre people as it is but I can't figure out wtf is going on here.

I need to know. I'm wondering if they are using them as an "anti darked on repellent" as a means of darking off the already darked on clothes in their wardrobe.
They may have invented the antidote to being darked on!!!

Right, sorry for the delay but I have been sat in the office without functioning internet most of this morning and she didn't appear until just now!
I heard her door clatter open (it's one of those UPVC ones that make a sort of loud "unsealing" noise you can hear far away. So I clambered onto my chair so I could check out of my window (hidden from her view) that it was definitely her and it was!
So I lept off the chair (forgetting it was a spinny one and nearly breaking my neck), opened my office door and made it into my garden in time to hear her shake out the first bag.
I crowed out a cheery "morning!" but because we aren't chatty neighbours her reply was quite an aggressive "what?!". I really wanted to slink away at this point but I came back with "morning, at least it's a bit dryer than yesterday, did you see xyz road had flooded over again?" she replied "yes, couldn't get onto the main road".
I moved toward the part of the fence where we can see over to each other (but we are still at a distance because she is in the side return and I'm in the garden proper) I'm thinking I should go with the flooded road line (it's a big issue around here) as a way into what is no doubt going to be an awkward line of conversation. It goes a bit like this
Me "yes we had to walk through the park to get to school this morning"
Her "I thought the council were doing something about it when they did all of those road works!"
Me "you know what the council are like"
Her "what school do your kids go to?" (At this point in my brain I am thinking YES! Active participation I am going to get the motherflipping scoop on this)
Me "then little ones go to x and the eldest goes to st x"
Her "mine go to y, we used to live over there"
Me "I heard the teachers at y are always doing fancy dress things, what is it you're making with the bin bags?"
Her "what do you mean?"
Me "all the bin bags, what are you making?"
(She has been hanging them on the line the whole time and for clarification they look to be wet and she is pegging them up from a cream coloured, plastic laundry basket)
Her: "what? Why don't you fuck off you nosy bitch"
Me "I didn't mean anything by it! I was just wondering"
Her: "mind your own business!"

Then she picked up the basket and stormed in. The basket seemed to contain a bin bag still, readers I am unsure if said bin bag had already fulfilled his potential for being darked on or if he was awaiting his time in the light (or should that be time in the dark?) and I fear I will never know.

I think our only hope for finding out is her teen daughter (who doesn't go to the school she told me) as she sometimes like to stop for a chat when I'm walking the dogs. This happens about once a week and isn't a regular thing so I'm not sure when that will be and if it might be really weird to be asking a 13yo about her mother's black plastic habit?
