I know a little bit about those schemes. He will most likely have been targeted by a financial adviser who sold him the idea that investing in the british music industry is a really good and charitable thing to do. It helps new talent off the ground, right up his alley, and that this gives tax relief due to losses incurred by the partnership, and that is normal because it will all be repaid over time - the taxes. It will have been sold as an investment where the taxes are just delayed, but paid in the end. I feel sorry for him. As a musician, he may not have been financially savvy to see the scam for what it is.
