Depends what the context is surely? Often it is a very relevant part of a conversation.

Because in my job it can make a situation more comfortable. Everyone can answer that question. It gets the conversation going. Like it's been bad weather today. Patient reply yes I have been into the garden. I can then talk about their garden for one example...

It's friendly, neutral ground. Somewhere comfortable to start a conversation. Often sparks something amusing. You can move on to more profound stuff very soon if you wish. I like it!

We have a big outdoor event coming up, the only topic of conversation at the moment is the weather. We are looking at forecasts daily & crossing fingers & toes.

It's important - in so many situations - that people talk with one another.
Some people find this a good place to start.
And I do often notice the weather, it affects people's mood and their plans for the day, so, sorry YABU Smile .... but here's a sunny, smiley face anyway!

Where I live, the weather is interesting. Back in March, we had a week where on Monday the temperature was in the 70s (F), and literally three days later it was snowing. Crazy, and interesting.

Stop being so grumpy OP - you sound like an U misery. And a hypocrite. You really can't complain someone is boring you then turn it into they are interrupting you from working when in fact you are on MN. You sound like a joy to work with. Not. And rather superior.
