Jeremy - it means despite being a poor country, Pakistan still has a (rubbish) bin collection over a bank holiday. Only it's a capital B for Bin Laden, see. To "Take Out" also means to kill. So it's a double meaning.

I have heard the Op's joke before too but the one I heard was:

I knew you could take a bin out on a bank-holiday

"take out" = kill

Bin Laden was killed "taken out"

and it was a Bank Holiday, a day when services such as rubbish collection generally don't run
