Listening to Pod Save America prior to the UN statement, they said that the teleprompter is always run by the delegation of the speaker.

I can’t remember which one of the presenters says it, but he said he’d written 8 UN General Assembly speeches for Obama and for every single one the White House team was responsible for setting up and running the teleprompter. He recalled 1 year where it went a bit pear shaped after he’d sent over a last minute revision (at Obama’s request), with the President jokingly threatening to fire him over it.

So TL;DR is that Obama could and Donald couldn't.

I remember, back before covid, having a seriously surreal conversation with some nutter on the towpath near Marlow about the swans being killed and eaten by unspecified illegal immigrants. Apparently they weren't paying attention to the requirement for fishing permits either, which was how his rant started. It then veered into disrespect for Our Queen, what with the swans all being her personal property and all.
