Council swap feeling a little suspicious

I'm probably over thinking but I feel a bit suspicious.

Council exchange/swap

Property 1:

Old build 1930s . 3rd floor no lift . No garden. Good storage. Bedroom one is very big. 2nd bedroom is a single room with build in cupboard. Can fit basic furniture. Large living room . Small basic kitchen. Separate toilet and bathroom. Small brick balcony.

Property 2:

New build . Ground floor. Gated communal garden. Bedroom 1 king-size. Bedroom 2 small double. Big fitted kitchen. Large balcony. Good storage. Wet room.

Why would Property 1 want to swap with property 2? The properties are about 15 mins from each other.

Because the second bedroom is bigger? The balcony is bigger? There's a wet room? Use of a garden?
I'd definitely swap 1 for 2!

Definitely the stairs, I need a ground floor because I have a chronic illness which means I can't live in a property with, or involves, stairs.

no clue why 2 would want property 1

I'd say property no 1 wants to swap with property no 2 because property number 2 has more pros than cons and sounds a nicer property

I'm really sorry I should have said more In my op . The one on the 3rd floor flat does not have any disability. The one on the ground floor does not either as they are moving to the 3rd floor.

Prop 2 seems better than prop 1. Seems quite easy to see why they'd want to swap

Stairs/ ground floor is the obvious one - disability/ illness or just liking or needing easier access to outdoors
Garden
Better kitchen - bigger and fitted
Wet room

Its possible the new build has a better finish so is easier to clean, just looks newer and fresher

Location is better for some reason

Fancies a change!

Bad neighbours perhaps but on paper there’s a lot going for property 2 without looking for cycnical reasons.

Because property 2 is nicer? It's not up stairs. It might be in a nicer area? 15 mins is a fair way to go. Nicer kitchen? No idea why 1 would swap with 2.

Why wouldn't someone want property 2? Bigger kitchen, bigger second bedroom, ground floor, garden... Probably uses less electricity (better insulation) It's a no brainier.

How do you know they do not have a disability/mobility problems? If you know them well enough to know this, then you know them well enough to ask.

Yes. I should have worded it much better than I did. Neighbours may be fine. But could the place be badly build no sound proofing or something like that . I'm not sure

The one in the 3rd floor flat is my dd . I know she has no physical disabilities. The one on the ground floor wanting to move to the 3rd floor . I would have thought if there were physical disabilities the person would not go from ground to 3rd floor .

Number 2 is nicer, newer, bigger and ground floor.
Number 1 sounds like it could be council with right to buy.

There are reasons for both being preferable properties to the prospective tenants

Yes I think I have.

I can see what's in it for the person on the 3rd floor they have good things to gain by the swap .

But I can't see what the person has to gain by going up to 3rd floor. So then I feel a bit suspicious.

I guess it could just be they are young and Just not bothered by the stairs .
