Council swap feeling a little suspicious

I'm probably over thinking but I feel a bit suspicious.

Council exchange/swap

Property 1:

Old build 1930s . 3rd floor no lift . No garden. Good storage. Bedroom one is very big. 2nd bedroom is a single room with build in cupboard. Can fit basic furniture. Large living room . Small basic kitchen. Separate toilet and bathroom. Small brick balcony.

Property 2:

New build . Ground floor. Gated communal garden. Bedroom 1 king-size. Bedroom 2 small double. Big fitted kitchen. Large balcony. Good storage. Wet room.

Why would Property 1 want to swap with property 2? The properties are about 15 mins from each other.

If the rent is similar it’s almost certainly a neighbour problem, which seems even more likely given the second neighbour also looking to swap.

I love living on the ground floor, but my neighbour won't live below 2nd because of light, view, air flow, quiet, privacy and security. We're in an apartment country so such preferences are more normal. I wouldn't live on the ground floor in a busy neighbourhood with any passing traffic. Maybe person 2 is terrified of burglars.

Did you say whether your DD had RTB? I can understand that being a major concern if someone was ready to buy.

New builds can come with a lot of issues. I would be very cautious with this swap...

If both ground floor flats want to move my immediate thought was noisy neighbours. Something off.

I don't know if it actually works . We compared dd area where she is now compared to mine and the sexual asults jumped to 53 on hers . But they were lower when we put in a different post code

That's a big jump in violent and sexual offences between areas! Maybe property 2 no longer feels safe.

Older council properties tend to be bigger.

Maybe the rent on the newer property is more money than the older one.

Maybe the neighbours in the new build are awful.

Top floor is usually quieter as you have nobody above you, GF new builds tend to get a lot of noise from above especially if there's laminate floor (furniture being dragged around, washing machine on spin, people clomping about in high heels, kids jumping about etc).

Also GF you get the noise from everyone going in and out of the front door and up and down the stairs all the time.

GF not as secure as 3rd floor - more liable to break in's and I wouldn't sleep with the windows open in a GF but I would in a 3rd floor.
