Students are cold! Heated throw recommendations

My house is freezing. I do put the heating on, but less than I used to as my monthly bill is now 3 x. I regularly have foreign students stay for short periods and they tend to stay in their rooms, sitting at their desks and studying for hours on end. I will of course put the heating on for them, but I simply cannot let it be on all day, or it will end up costing me more to have the students in the first place. Anyway, I was wondering if a compromise might be a heated throw they can put over the shoulders/back. Is a heated throw the same as an electric blanket? They're so expensive too!!
