Higher management keeps hiring below the belt

I work in a corporate job where I manage a team of around 20 people. I once worked in their level and quit because the driftwood in the team made my workload horrendous. I now witness the same driftwood dragging the good workers down, and don't know how to react, because if I was them I'd leave too (and I did!). How do people tell their boss that their job is difficult because they hired bad people?

Not sure I fully understand - you're the manager, it's your job to manage the driftwood? If my team members (colleagues) aren't pulling their weight and its affecting my work, I try to make positive suggestions as to how things can improve, or keep my head down and just focus on doing my own work well. Its usually spotted by management and any opportunities come my way rather than to the driftwood!

Thanks for your reply. Yes, it is my job to manage the driftwood, as is your job. Unfortunately, positive suggestions does not suffice. I work in a large corporate company where I had no say over the team I manage. It's also incredibly difficult to manage people out. I am looking for people in similar situations who can advise on how they told their boss about the situation their in
