Verbal offer amid middle east war

So I am coming on here partly to vent and partly for advice
On Monday I received a verbal offer of employment via a recruiter. The plan was for a written offer to come through to me by email, so that I could go ahead and resign from my current job. The recruiter asked me to send them an update at the end of Tuesday, which I did - nothing had reached my inbox. So the recruiter nudged the hiring manager who replied to them saying my offer would be with me by Wednesday.
I wouldn't be here if I had received the offer and now I am beginning to wonder if I should prepare for the worst and just carry on job searching? I am in a fixed term contract doing a job I very much dislike and by contrast this new position is my dream job on paper.
An important note to add: the hiring manager moved to Dubai in recent months with their young family so I don't know if I am despairing prematurely given the situation there. AIBU?

How frustrating. The recruiter is the liason, can you push them to contact the hiring manager. I'm sure they will want their commission...

It’s frustrating but i think the hiring manager will have different priorities being in a war zone

I could. The recruiter has already chased once and expressed discomfort doing so. this is really new territory for everyone

If the business is UK based then I'd say you may be ok - but how frustrating for you after getting verbal offer.

Update: I received my contract yesterday, Friday. Relieved is an understatement! Thank you all
